We should utilize exisitng vacant or deteriorating properties for future growth. For example, old shopping centers that are almost completely impervious can be converted into compact, mixed-use developments that allow walkability. Some of the exisitng impervious area can be converted back into green space to create a healthier environment by reducing the amounf of runoff with vegetation vs. pavement.
