energy efficiency of new and existing homes

Heating and cooling forms the biggest energy expenditure for most homes, yet most homes are poorly insulated. With energy prices poised to increase significantly, our community is likely to waste valuable energy resources and sustain huge economic losses--especially for those living in poorly-insulated rental units whose owners have little financial incentive to care about the energy efficiency of the housing units. As a community we should think about what incentives would encourage better energy efficiency in both new and existing homes.
