Instead of county governments, move to a regional government structure to increase cooperation across all geographies of a region. This would include the duties and authority county governments currently have to levy taxes, offer incentives to companies, mandate that developers provide infrastructure such as sewers and sidewalks, etc. Could also include regional water and air quality districts.
